The reason why Frodo went with Gandalf, Bilbo, Elrond and Galadriel to the Gray Heavens was not because he was dying from his wound. He was deeply traumatized from his journey and was suffering from PTSD and he wasn't coping and his trauma was affected him mentally and physically. Gandalf saw it and allowed Frodo to leave with them and Frodo went to the Gray Havens not to die, but to find peace.
