In the film, Doc is the informal leader of the Dwarfs. Grumpy keeps challenging his authority, and at one point tells Doc to shut up. When the Dwarfs are fed up with Grumpy's behavior and gang up on him, the idea to wash an unwilling Grumpy is Doc's. This seems to be a way for Doc to retaliate against his challenger.
