In the special features, the producer Alex Garcia and director Adam Wingard have confirmed that Kong needs technology and the exploitation of his evironment to effectively battle Godzilla as a battle of muscle vs muscle would be an unfair fight heavily weighted in Godzilla's favor. Adam Wingard would also go on to state that Godzilla took none of his fighting with Kong seriously until Kong struck him with in the face with axe in an interview recorded prior to the film's release.
