While it isn't exactly confirmed or said in the film, it's strongly hinted or theorized that Blackguard's betrayal and the character deaths of Team 1, except Harley Quinn and Rick Flag, were actually parts of Waller's intended plan, The Distraction/Diversion, as she calls it. It is possible that Waller never intended for Team 1 to make it beyond the beach. For example: 1st Clue: When Flag reports Blackguard's betrayal, not only does Waller deny Corto Maltese forces a possible retreat. But she notably does not look or react surprised to hear of his "betrayal", further hinting at her true intentions. In order for her plan of ensuring Team 2's clear and safe arrival on the island, Waller needed a big enough distraction. By having Blackguard tip them off, she was able to ensure the entirety of the Corto Maltese forces being focused on the southern end of the island, allowing for Team 2 to arrive on the other side without any issues.2nd Clue: As for Blackguard's "betrayal", it would be difficult for ANYONE within the Belle Reve prison to contact the Corto Maltese government, let alone Blackguard of all people who displays EXTREME naivete from the get-go. Even if he had been able to, he would not have had the full details on the mission they were about to be sent on. However, he displays enough naivete in his brief appearance that it's not hard to buy into the notion that Amanda Waller could've easily manipulated him into selling Team 1 out and let him think it was HIS idea. Furthermore, even if him selling Team 1 out WASN'T part of her ongoing plan and it had to have worked on his part, she would've just immediately activated the bomb in his skull and killed him off herself anyway.3rd Clue: One major clue that suggests Waller intended for Blackguard to sell Team 1 out to the Corto Maltese is the fact that she only provides a complete briefing to Team 2. When Team 2 arrives on the island, they are fully aware of their plan to capture The Thinker, infiltrate Jotunheim, and destroy whatever is inside it. On the other hand, Team 1, including Flag, who's LEADING the Team, is told almost nothing about their mission, other than Flag being told by Waller, "Get the whole team safely to that beach, Colonel. You'll receive further orders once there." Flag being kept in the dark is another hint that Waller has some secret intentions at play. Even when Team 2 becomes aware of the activity going on at the Southern part of the beach and Bloodsport reports the disturbance, she simply brushes it off as a "Diversion" and nothing more. She proceeds to tell them to keep moving, further hinting at the darker nature of her plan.In conclusion, Waller's dark and twisted plan to have Team 1 completely wiped out to ensure the safe arrival of Team 2, along with the twists at the end revealing exactly WHY she sent the team to Jotunheim in the first place is all very much intended to paint Waller as a truly despicable, unsympathetic, cruel and villainous character. Not only is she arguably more villainous than any of the members on Task Force X, but it can be argued that she's quite possibly the main villain of the film in general.
