Zamasu and Freeza are the only villains on the whole franchise that actually managed to accomplish their goals, even though they were defeated after that. Zamasu killed every god and became one with the universe but the heroes were still alive and defeated him thanks to Zeno. Freeza managed to blow up earth but the heroes were still alive as well and reverted time thanks to Whis.
