In an interview published on his website, James Horner revealed why he didn't return to write the music for this film. He didn't like how it turned out compared to the first one, and he called the movie "terrible" and "dreadful" because the producers (presumably Avi Arad and Matt Tolmach) didn't listen to director Marc Webb's ideas, and the studio simply wanted more action. He was ultimately replaced by Hans Zimmer.
