The scene in which Ted Bundy talks to the tall, gorgeous college girl played by Terry Farrell and her two friends (one being Sheri Stoner), surrounded by a dozen students playing football, goes against the title of the movie. Bundy 'deliberately' remained a 'stranger' to his victims up until he killed them. And when he "picked up on them," he would make sure to be the last person they saw, leaving no clear witnesses. In this scene, there are over a dozen witnesses, two of them very close up. This would have never happened, and didn't happen. Perhaps the scene played out in this fashion to give up-in-coming model-turned-actress Terry Farrell more screen-time, or to share a scene with Harmon.
