Several of the characters are either directly or partially based on real-life people. Governor Jack Stanton (John Travolta) and First Lady Susan Stanton (Dame Emma Thompson) are mirrors of Bill Clinton and Hillary Clinton. Richard Jemmons (Billy Bob Thornton) closely resembles James Carville, the manager of Clinton's 1992 campaign. Stanton's primary opponent Senator Lawrence Harris (Kevin Cooney) is likely based on Senator Paul Tsongas, who, like Harris, won New Hampshire in the 1992 Democratic primary. Cashmere McLeod (Gia Carides), who accuses Stanton of seducing her and presents taped phone conversations between them, is probably based on Gennifer Flowers, who did the same with Clinton. Finally, Jimmy Ozio (Robert Cicchini), the Italian politician who drops out of the race early on, is possibly inspired by Governor Mario Cuomo, who was considered a potential front-runner for the Democratic nomination in 1992 but ultimately did not run.
