Dana Carvey wrote Pistachio as a big broad character who does big broad disguises... instead of being a more normal, down to earth character who goes into the big broad disguises. Dana did that because he had this dream life where he got to be a celebrity, but he got to navigate the world unrecognized because he's always in character. Dana also needed Pistachio to wear glasses, because he wanted it to be sort of a Clark Kent/Superman thing so the kids wouldn't be confused. The studio didn't want him to wear glasses but he got them.
