The uniforms bear little if any resemblance to the military style uniforms seen in the film series since Star Trek II - L'ira di Khan (1982). Gene Roddenberry, who was not involved in the films after the first one, disliked the new uniforms. He was heavily involved in the first season of this series, and instructed the costume designer, Robert Blackman, to ignore those uniforms and create an extension of the uniforms seen on Star Trek (1966). Therefore, like the original uniforms, they are usually black on the bottom with a primary color on top.
