Static operated out of a secret headquarters in an abandoned gas station in Dakota, which was found by Richie Foley. When the rundown station was first shown to Virgil Hawkins, he called it the "Abandoned Gas Station of Solitude", which is actually an in-joke that refers to Superman's Fortress of Solitude.
