When Fury asked Tony to borrow Maria Hill, he says he'll do something "dramatic." He ends up showing up in Sokovia with a new Helicarrier and a team of S.H.I.E.L.D. agents. Both were supplied by Phil Coulson whom Fury had appointed the new director of the now "shadow organization" of S.H.I.E.L.D. Coulson secretly initiated the building of the Helicarrier and it was he who gave the Avengers Strucker's location at the beginning of he film.
