Tanner uses a Colt M933 select-fire platform in the town shootout. This carbine is capable of firing 700-950 rounds per minute at an effective range of 400 meters. He could easily have used the same carbine shooting at the State Troopers and Rangers at the end with a far higher capacity than the Winchester Model 70; however he may have been out of ammo for the Colt.
