Dana said to contact the FBI's CID (Criminal Investigation Division) to put in a request for an IO (Information Order), so that a fugitive may appear on the FBI's Ten Most Wanted (or Top 10) List. Note, this is not a ranked list, all fugitive are deemed to be of equal footing.
