Chief Wiggum and Apu were created by Hank Azaria. According to Azaria, Apu was created during his times when Azaria did not have a car while in Los Angeles, and the only place in walking distance was the 7-Eleven store. Apu was also based on Peter Sellers in Hollywood Party (1968), and was named after the title character in Satyajit Ray's Apu trilogy.
