(at around 23 mins) Owen says if anybody put twelve amps into the raptors they'd never trust him again, Zack and Gray shocked Delta with one of them when they're trying to escape during the Raptors turning against human scenario, but they come back around in the end, so Owen isn't present at that particular moment, and Zach and Gray also shock Delta with a cattle prod, which usually has about five amps. Owen was referring to the taser rifles when he told the rangers not to put twelve amps into the raptors, Owen may have specifically meant that is the raptors got tased while they were already hesitating on his orders, they'd never trust him again. The pack would have seen it as betrayal, as Owen deliberately keeping them there. So they could get tased when Owen's nowhere nearby, and that would give them no cause to hold it against him.
