In the beginning of the film, a family of gypsies is seen entering Paris on the river, baby Quasimodo in tow. It is blatantly obvious that this family and Quasimodo do not share the same (or similar) skin colors, even seen in the one glimpse of baby Quasi that is offered in the beginning, a shot of his hand. In the 15th and 16th centuries, deformed babies were seen as a curse and a mistake of nature, often referred to as "changelings". As such, physically deformed babies were often left in the woods to be reclaimed by nature. Gypsies often hung around in forests in this time and someone likely would have found him. It is heavily implied (if you know this piece of history) that the couple seen in the film were not Quasimodo's birth parents but in fact found him in the woods (or someplace else) and took him in as their son. The film takes place in 1482 and 1502 so it is very likely that something along these lines occurred, unnoticed by many viewers.
