It seems quite likely, with the events of Jurassic World, that the Spinosaurus being an off-the-books creation of InGen is an early attempt by some figures in the company to weaponise dinosaurs. Its seemingly enhanced ability hints at the Indominus Rex as well, shown in the movie Jurassic World.
