Joel Silver was set to take over producing duties from Don Simpson and Jerry Bruckheimer, the producers of the first two films. When he could not negotiate a large budget that resulted production delays, he quit the production, further citing that his experiences of being scrutinized by the media while making 58 minuti per morire - Die Harder (1990) and Hudson Hawk - Il mago del furto (1991) made him wary of handling the job. He was replaced by Mace Neufeld and Robert Rehme.
