In the mid-credits scene Scott enters the quantum realm to collect "healing particles" for "their new Ghost friend". This hints that Ghost and Bill Foster did manage to escape from the police and FBI after Janet healed Ghost, and, as of the snap was alive, although it seems she needs to periodically use these healing particles to make sure she remains stable, pain-free, and doesn't begin phasing again.
