According to the novelization, Two-Face's henchwomen Sugar and Spice escaped the destruction of Riddler's tower island and disappeared from Gotham to avoid capture. Although they knew that Batman was Bruce Wayne, they saw no way to profit from this knowledge, and thus did not tell anyone.
