Back when the film was still in development in 2002, a poll was conducted by 20th Century Fox to see who fans would like to see be cast as Goku. Jackie Chan and Jet Li were the most popular choices. Dragonball creator Akira Toriyama has stated that a young Jackie Chan would had been among his top choices to play Goku, while Chan himself has admitted that he would had liked to have been part of a proper live-action Dragonball movie. Chan was not part of the movie, and Toriyama has stated the studio didn't listened to any of his suggestions about how to do the live-action adaptation.
