Freeze's plot of freeze all Gotham would have been originally the Penguin's plan in Batman - Il ritorno (1992). Similar plots were used in Batman: Deep Freeze (1966) and Batman: Deep Freeze (1994), both featuring the Freeze character. (Although in the latter, Grant Walker was the one actually behind the plot.)
