Gilbert Hill who plays Inspector Todd was head of homicide in the Detroit Police Department. Martin Brest met him while visiting Detroit to do research and scout locations for the film. "He almost seemed to me like he could be Eddie's father," says Brest. In fact, the idea of Axel Foley holding his gun in the back of his jeans with no holster was inspired by the way Hill carried his service revolver. At the time Brest recorded this commentary, Hill was running for mayor of Detroit. He lost in 2001 to Kwame Kilpatrick.
