Tom wasn't originally meant to have a large role in the series. The more producers saw Ryan Eggold, the more they wanted to use him, and he enjoyed great chemistry with his costars as well (he and Megan Boone became became good friends through their work on the show). Still, his death was viewed as an essential inevitability in order to push Elizabeth's character arc forward.
