Paul Dini explains that, within the show's writers bible, with the exception of Joker, Penguin, and Catwoman, each time a villain is introduced in the show, it's also Batman's first time facing that villain. Despite this, Catwoman did have a first encounter with Batman in Batman: The Cat and the Claw Part I (1992). Otherwise, the three excepted characters did not have their origins conveyed on screen because they were already covered in Batman (1989) and Batman - Il ritorno (1992). The writers bible does, however, dive into the origins of these characters, with some being similar to the Tim Burton films, while others are drastically different.
