In 1974, Office of Professional Standards (OPS) was created to provide Civilian Oversight into the Chicago Police. In 2007, it was superseded by Independent Police Review Authority (IPRA). In 2016, City Council voted to replace it by Civilian Office of Police Accountability, which was implemented in September 2017. The difference being, a bigger budget and expanded jurisdiction (domestic violence, excessive force, coercion, and verbal abuse, and, "cases in which a department member discharges his or her firearm, stun gun, or taser in a manner which potentially could strike an individual," as well as investigations into the death of individuals in police custody).
