The broken elevator served a very practical purpose on the show. Since the characters have to walk up three flights of stairs, it gives them plenty of time to talk to each other, while doing something active. It also provides a change of scenery, so that the audience isn't always looking at Sheldon's or Penny's apartment. And for the record, there was actually only ONE elevator-doors set at Warner Bros. (where the show was filmed), not the four it looks like. They simply reused the same exact set over & over as the characters walk up the stairs. The stairs didn't go anywhere, except to a dead-end. So when you see the characters walk up the stairs and wind up on what is supposed to be a new floor, they are actually simply walking back onto the exact same set where they started.
