Thor and Bruce Banner/Hulk do not appear in this film. Not only are they off-planet due to the events of Avengers: Age of Ultron (2015), the writers also felt that having them involved would have settled the conflict too easily: whichever side Hulk is on would win, rather than the stalemate resulting in half of the Avengers becoming fugitives.
