The first chase scene was set in Los Angeles, but was clearly not filmed there, because when Carter (Chris Tucker) is driving, he approaches a sign at the top of the street that reads, "Give Way". There are no such signs anywhere in America, because the equivalent signs over there read as, "Yield", and not "Give Way"
