Brian Levant who directed the first Beethoven (1992) was asked to return as director for the sequel but he was commissioned by Steven Spielberg to direct The Flintstone (1994). The studio then asked producer Ivan Reitman if he would direct and he almost did but he was requested at the last minute by Arnold Schwarzenegger to direct Junior (1994) and had to get busy working on that film to be released the following year and as a result could only serve as producer due to his limited availability. Universal then suggested Rod Daniel because he had directed K-9 (1989) another dog-related film. Reitman approved Daniel for director.
