Azula was originally thought of as a boy in the early writing stages. The writers quickly realized though that having Zuko and a brother feuding throughout the series would have been too reminiscent of Cain and Abel so she was gender-swapped into his sister. Ty Lee was supposed to be the character's love interest. Some of this characterization still remains in the show though, as Ty Lee constantly kisses up to Azula and worships her. The in-universe justification is that because Ty Lee is canonically terrified of Azula, she's constantly trying her best to not get on her bad side.
