When both Frank and Dave were in the pod, Dave turned off the comms then asked HAL to rotate the pod again. HAL did not do this. But HAL was reading their lips at the time, therefore HAL could understand them but chose not to follow that instruction on purpose to let believe Frank and Dave that it couldn't hear them.
