It's revealed in Star Trek: Deep Space Nine: Doctor Bashir, I Presume (1997) that Dr. Bashir was genetically enhanced by his parents to have a superior intellect. Tampering with intelligence is specifically forbidden, as the disastrous consequences once led to the Eugenic Wars mentioned in Star Trek: Space Seed (1967). However, genetic engineering is not illegal per se, as evidenced by Star Trek: Voyager (1995) where both Chakotay and B'Elanna Torres' unborn daughter were confirmed to have been treated for genetic defects.
