When season 3 started, a large chunk of episode 1 was setting up Wesley Cole's back-history, to establish his "action tough guy" credentials. Part of the reasoning was clearly to try and reset and break Seann William Scott's ongoing typecasting as his goofy Steve Stifler character from the "American Pie" film series, a film series that seemed to be regularly re-run, even to the early 2020s. And although Seann William Scott now had real tattoos and now had the physique to match Wesley Cole's character, he was still too well known as Stifler from American Pie, for his casting to quite work.
