According to Star Wars canon, the Tusken Raiders who kidnapped Shmi Skywalker were paid to do so by Count Dooku. Dooku had done this on orders from his Master, Darth Sidious, but this was never revealed on-screen. In Star Wars: Episodio III - La vendetta dei Sith (2005), Chancellor Palpatine was supposed to reveal this to Anakin during his fight with Count Dooku, but it was left out of the final cut as well.
