Annie was created by Chicago Tribune cartoonist Harold Gray. She was intended to be a boy, Little Orphan Otto, but the gender was changed at the request of Gray's editor, Captain Joseph Medill Patterson, to create a reference to the 1885 James Whitcomb Riley poem "Little Orphan Annie".
