This may be a reference to a storyline in the comics, involving the link between the Winter Soldier and the Black Widow programs that enhanced them both with biotech. It may also be a reference to their comic romantic involvement, or it refers to the Marvel Cinematic Universe story she told in Captain America: The Winter Soldier (2014), of being shot by him while on a mission, and various scenes in Captain America: The Winter Soldier (2014), when he was trying to kill her.
