The Paul Cicero character was based on Paul Vario. As for the choice of the name Cicero, this may be associated with the fact that the town of Cicero, Illinois, which is near Chicago, has a long reputation as being a haven for members of organized crime. In fact, just a few years after this film came out the mayor of Cicero was convicted for her activities in organized crime.
