It is never explained why The Devil does these deals, or why she honors her contracts. Being The Devil, she could easily break her own promises unless something is forcing her to obey rules. It is implied that The Devil does the deals for her own amusement, and that God is forcing her to be fair. In the original movie, The Devil (played by Peter Cook) does ultimately admit that there are reasons why he does things this way.
