Everything above the fold (the banner, the headline, and the main three or four stories) are the most important parts of the newspaper. Column inches refer to the vertical length of a column of text in a newspaper. The term "column inches" usually refers to the length of an article in its entirety, including where it is continued on another page. The correct term they should use is simply "inches above the fold".With the Internet, the "fold" refers to the bottom of the screen when viewing to top of a web page, which is analogous to the front page of a newspaper before it is unfolded.
