James Glickenhaus did extensive research on nuclear weapons and the CIA, and also scouted locations in different countries, before he found out the financier, an independent French producer, didn't actually have any money to make the film. Glickenhaus took the script to AVCO Embassy, who successfully released "The Exterminator" in the US, and the studio immediately agreed to finance the film.
