The convening of the White Council occurs in the movie while Gandalf, Bilbo and the Dwarves are staying with the Elves in Rivendell. In the book, it occurs later, concurrently with the events seen in The Hobbit: The Desolation of Smaug (2013) after Gandalf has parted company with the Dwarves at Mirkwood. The meeting itself isn't seen but later mentioned by Gandalf near the end of the book.
