In 1787, France was already in a financial and political crisis. Marie Antoinette managed to have her political ally Étienne Charles de Loménie de Brienne (1727-1794) appointed as the new Prime Minister of France. Loménie de Brienne made a number of trade reforms, but failed to collect sufficient tax revenue for expenses and lost the loyalty of the royal army. He was forced to resign in 1788, leaving an empty treasury. Marie Antoinette was blamed for his failures and for the prolongation of the crisis.
