In the pilot, Cameron states that it comes from the year 2027. Kyle Reese, the T-800 and the T-1000 came from the year 2029, which was established in The Terminator (1984) and Terminator 2: Judgment Day (1991). It is obvious that Cameron was sent back through time to 1999 by John Connor and the Human Resistance 2 years before Kyle Reese, the T-800 and the T-1000 were sent back through time.
