In the Los Angeles Police Department, there is a Special Investigation Section, which is a tactical surveillance unit formed in 1965 to apprehend robbers and burglars. The section is part of the Robbery-Homicide Division.S.I.S. (Special Investigative Section) was formed without public announcement in January, 1965, by then-Chief William H. Parker and his chief detective, Thad Brown. It comprises the "cream of the crop," detectives who have attained the highest level of performance in the field. Parker and Brown, according to former unit members, envisioned a nine-man squad of "professional witnesses"--police officers who could produce irrefutable evidence against professional criminals by covertly watching them break the law. With trained observers testifying against them, criminals would have little room for plea bargaining. As of 1988, the squad was soon doubled in size to 20 members and a formal chain of command was eventually established, so that the unit now reports to the captain in charge of the Detective Support Division, based at police headquarters. The SIS are usually assigned cases in which there is insufficient evidence to arrest suspects believed to be criminally active. Consequently, the detectives sometimes must watch criminals commit serious crimes before they can legally take action. This tactical surveillance unit, is a mobile force of investigating officers who assist other divisions by tracking down active, known criminals. Along with kidnappings and bank robberies, divisional detectives throw their unsolvable cases to the S.I.S., when they have a suspect-but no evidence. S.I.S. targets suspects that other detective divisions have identified as habitual offenders, and use their surveillance techniques to make sure that they will be there to take the suspect down during the commission of a crime.This elite branch of LAPD has operated to remove hard-core criminals from the streets. Their special skills have been brought into some of the most infamous cases in Los Angeles history, like the Alphabet Bomber and the Hillside Strangler, and more recently in the murder of Bill Cosby's son Ennis.
