Permits to film in Tokyo were impossible to obtain, so the crew just went ahead and shot their scenes. The police were often polite enough to allow them ten minutes before sending them away. Unbeknownst to director Justin Lin, the studio had also hired a 'fall guy': whenever the police came to make an arrest, the fall guy would claim to be the director, and spent a night in jail. Even so, Han's fateful last race could not be filmed in Tokyo due to practical limitations, so it was shot in Los Angeles, with streets adorned with props and digital backgrounds inserted to make it look like Tokyo.
