The odd clipped and over-pronounced way of speaking on the part of the mission controller was a throw-back to an earlier style of communication intended to make the words as understandable as possible. This was because of the combination of low quality radio signals and the noisy conditions in aircraft cockpits. By the time the Mercury program had wound up in 1963, this style of communication was no longer necessary. It should also be noted that the "CAPCOM" officer who handled the main communications with spacecraft were astronauts themselves who served on other crews. The reason for this was that men with the same training and similar backgrounds would be far better at understanding one another than if the person on the ground was not an actual astronaut.
