The film had been in development well for over a decade, with its conception dating back to 1997. The film was pushed back for years, and several big named actors were attached to the project at various points. Actors such as Jackie Chan, Robert Downey Jr., Brendan Fraser, Chuck Norris, Kurt Russell, Mr. T and Bruce Willis, all eventually dropping out and being replaced. Directors Joe Johnston, Steve Oedekerk, and Ron Underwood, as well as several others, were also attached to the project at various points.
