When Cap confronts Strucker at the beginning of the movie and calls him a thug for Hydra, Strucker makes the point that technically he's a thug for S.H.I.E.L.D. Cap replies that means technically that Strucker is unemployed since Cap took down S.H.I.E.L.D. and Hydra in Captain America: The Winter Soldier (2014). What Cap doesn't know is that S.H.I.E.L.D. still exists as Fury appointed Coulson Director and tasked him with rebuilding S.H.I.E.L.D. in the first season finale of the show Agents of S.H.I.E.L.D. In fact, Coulson is the one who discovers Strucker's hide-out and Loki's staff and sends the information to Hill so the Avengers can retrieve it. This also means that Fury is technically telling the truth when he tells Stark that he's not the director of anything since he already passed that mantle on to Coulson.
